I do try to go to my Twitter page now and then to see new followers, but I think some do not have notifications turned on, especially people who get a large amount of daily followers. 

Also if I am following someone who is not following me, typically I will interact with them (post a response, which they see in their mentions) and often they respond back...and add me.
